8500 ft.? Wow! I can only imagine the walk/drive up there! I like how it feels "in the clouds" in number 2.

Is this a resting place for hikers or mountain climbers?

It's actually a government place, when government guys come to these areas they bunk here. But there's no restriction if anybody wants to spend some time here for the exchange of money. But as far as I know, this rest house is not that popular among hikers. It is not even a serious climb despite being at 8500 feet. However at about 3 km from this place, there is another place Paya at about 9500 feet. Which can be considered as a base camp to a higher peak, Makra at over 13000 feet.
 
Even 8500 or 9000 feet requires some acclimitization.
It looks like a lovely place to spend a couple of days.

I agree, the hike is quite easy itself because of a pre-formed jeep track, but I could feel myself losing my breath and desperately gasping for air especially when I got to 9500 feet.
