In my opinion, your framing is not very complimentary. You need to isolate the interesting parts and leave out the rest.

For example:

Think about unique perspectives and putting a model in there to make this scene more interesting. You could for example sit on that "no parking" side walk with a book in your hands and the library in the back. You could shift the focus to yourself or the roof of the library.

Maybe come back at night with a study desk right under that street lamp doing your homework for a unique and interesting picture. Just try some crazy things, you might like it.
