Unknown tripod

I'm a novice with a cheap camera who found a tripod and I'm wondering if I'll ever have use for it. There a steel wedge shaped thing on top that's about 1" in diameter at the bottom and a little less at the tip. What is it compatible with? Should it be replaced with something that has a threaded fastener? What do I have and what do I do?

People are always looking for light stands--cheaper the better. Sell it as such and shop for a tripod with the proceeds. Ask around here before you buy again.
