To me it's seems similar to if you booght a book of photos and then you photographed them and recombined them into your own photos and sold those photos. I believe you be be guilty of copyright infringement. Taking pictures off the web to create your own recombined pictures is basically the same infringement.

A related issue would be if an AI program company that scans the web for photos for the program user is also guilty of infringement.

Frankly, this should all be addressed by government to set standards after hearings and discussions and advice by people in the industries.
