-2/3 stop exposure?

I've been reading Understand Exposure and don't quite understand how to figure out a -2/3 stop exposure, which Bryan uses on many of his pictures. Can anyone explain this to me?

Many modern cameras allow you to adjust the exposure in 1/2 or 1/3 stop increments. So if your camera can do 1/3, he means to adjust your exposure two clicks down.
