If they are doing wet process prints at walmart dpi means nothing anyway.

They do wet process, but the machines are digital... at least as it was explained to me. They scan the negative and then expose the paper with lasers or some such, rather than projecting the negative on the paper. What I've observed from their printing process is pretty consistent with this.
