Set the camera to manual (M) or aperture priority (Av). In (Av) mode, the command wheel should change the aperture, in (M) you might have to hold a button while you turn the command wheel.

On my old EOS 650, the aperture button is on the front of the camera near the base of the lens.

What Big Mike said. The aperture button is on the back to the upper right of the LCD and says AV on it. Hold that button and scroll the command wheel. This is in (M) manual mode only.
