I like this; I'm not usually a fan of this sort of treatment, but for some reason it works really well here.

You need to make the image work first. Then do the cool snazzy stuff after.

Sorry you don't like it. I do find the scene interesting, but you know to each their own. By the way, the "cool snazzy stuff" is a NIK collection filter. Basically click on it and bang there it is. I just liked the effect on this image and it works for me.
 
Oh man. Don't even get me started on pre-canned filters.

IMHO, the top third of this image doesn't need to be there. Bringing the horizon up by cropping the top, for me, brings this from "Meh" to "Not bad!".
 
I think the heavy leaden sky is more important to the feel than the grass in the foreground is, if I were forced to crop to fit a frame, I'd drop the bottom, but its nicer as is.
 
Either could work, but more ground, I thin leads us to feel more anchored, more pulled down, which fits with a cemetery. More sky leads us to think skyward, which has more (perhaps) biblical undertones.

Depends on what you're going for.
