I tried searching for this info because I think I've read about it somewhere, but I can't find it.

I'm new to retouching photos in Photoshop Elements, and when I open an image using that program, the colors are off, when compared to opening it in Paint Shop Pro, which is what I was using.

Any ideas? I'd like to start using PS Elements, but the colors are so off for me.

Well I use PhotoShop CS and I find that if you use the wrong Pallet it can change your photos. Sorry I just have never used PS elements. :(

    Can others edit my Photos:
    Photos NOT OK to edit
I don't know enough about it to help but you might want to check which color mode you have set...RGB etc.

If you mean on your monitor they look off, then try using adobe gama in your control panel.
