Editing Margin Values in Photoshop?

Whether using the XP Print Wizard, Photoshop, etc, the image is all the way up top, not centered vertically.

You can see in the screenshot that the preview shows it's not centered.


In Photoshop, on the Page Setup screen, it shows the margin values transparantly, so I can't click in the boxes and change them.
It clearly shows the dotted border outline on the sample above, and it is incorrrect. It is skewed all the way up (small border on top, huge on bottom), and for the life of me, I can't change it.
I end up having to save to jpg, open it with Microsoft Paint, and edit the borders & print it from there.
Any help is greatly appreciated.
 
In the print dialogue in photoshop you can click a box that says "center image". Keep in mind you may have margins set in photoshop AND in your printers settings as well.
