Epson 4870 scanner problem with B&W negatives

I would be grateful if anyone could help me with the following problem I have with my Epson 4870 scanner. When scanning B&W negatives with bright white backgrounds, scans appear blotchy and very low contrast.
This happens with ICE on or off.
