Here's your pic.

To fix it you need to re-shoot. With his face being blown out that badly, there's no data in the file to recover.

You shot this at an ISO of 1600. That's WAY high! With this much light on the boy's face, you could have been at an ISO of 100 and still had enough light. You also are shooting with this lens pretty wide open at f/3.5. With this much light at that high of an ISO the aperture contributed to his face getting blown out like that. When you re-shoot, you're going to want to keep the aperture open like that to blur out the background, as you've done nicely here.
