how is this done?

Normally you attach the camera to the car and use a slowish shutter speed, and then photoshop out the gear used to attach the camera to the car.

You could also shoot from a pace car, but that requires some good driving and nerves of steel.
 
90% of the car shots I see use 10 mins with Photoshop and the motion blur tool.
 
Separate the car from the background onto different layers, then use a motion blur tool on the background.
 
It's a form of panning shot from a second vehicle.
 
i've done it using both a rig and while being in a pace car. Both work well.
