The term for this kind of editing is called "selective color". It's not everyone's cup of tea, but to each their own. I personally think it would have been better applied to a shot that didn't include the truck.

The photography itself here is really well done!
 
I like it in this picture.

Selective color is mostly with one color only, and throughout the whole photo.
Here it's all the colors and "selective area".

Anyway, can't see what it has to do with RAW files... it can be done on a .jpg too.

Selective color is not throughout the entire image. It's applied to select areas of a photo to bring specific focus to certain points of a photo by creating selective points of focus via specific areas of an image that are still saturated among a desaturated image, hence the name "selective color". If one color is applied throughout an entire photo that is called monochrome.
 
I like it but think it would look better with most of the truck cropped out, but that's me.
