It happens friday/saturday/sunday evenings, I think from around 7ish-midnight behind the Richmond IKEA (near Home Depot). Only in summer. Starts to get really busy around 10 pm... but parking is hard to come by (5 bucks if you want to park in the parking lot, although if you show up early you can park on the curb for free).
