#2 for sure...although the back lighting is still quite nice.

In #4, the background is definitely sharper...but that may also be a result of motion blur. #1 is also similar...with the background being sharper...but again, that may be motion and/or focus.

Looking at the things around her, like the statues and sidewalk, I'd say it was misfocus, since they are blurry too. If it were camera shake, the whole image would be blurred, and if it were motion blur, then just what was moving would be blurred and probably more streak-like.

Yeah, focusing right on the subject is pretty important most of the time, depending on the picture you are hoping to take.
