What is the best deal on these canon kits?

Neither. Get a 40D and spend the rest of that 1K on a GOOD lens.

of the two I could go for the Best Buy option myself - though I would check up that the store is legit and good (I am UK not US so I don't know if prices are abnormal or such).

The Ebay one looks nice, but most of that accessory gear is dirt cheap stuff and thus rubbishy in quality. If your going for a DSLR then quality (As well as control) are going to be things important to you I suspect so there is no point getting a quality camera and then using highly cheap accessories and such with it which will degrade your image quality.

Edit - ANDs! advice sounds a lot better!

Kits are usually the body you want and bottom of the barrel lenses and accessories. Often accessories that are worthless. They are like filler in meat loaf. Choose the body you want and spend the rest of your money on good glass. Lenses quality is more important than the body.
 
Just buy a body off of adorama or B&H (refurbished are cheap and not bad at all!) and then use the extra money to buy a good lens.
