I'm in search of a good wide angle lens for my D90. Price is a factor, because my budget is $400. What would you recommend for a novice? And please elaborate on why... Thanks!

A used Sigma 10-20 or Tokina 11-16 is about all you'll get for hour hundred dead presidents.

Unless you're looking for a prime.

That's a review of comparing the Sigma 10-20mm and the Nikon 10-24mm.

The Sigma can currently be found at Adorama Camera for around $450. That's about as good as you are going to do unless you buy used.

Even used, I've generally found the Sigma goes for around $380, at best. It's such a good deal as is, you don't get a huge discount buying used on it. Also, they don't get put up for sale a whole lot either.

I just spent about a month researching wide angles, and scouring the ends of the earth for deals. Wide angles are specialist lenses that require extreme precision, thus they're expensive.
