Your opinion, please?

I'm trying to build up my gadget bag so that it's ready for my ghost-hunting adventures, but also for pretty much everything else! So for the next few pay checks, I'm going to be dedicating a few bucks to building a really nice kit for myself, because I love taking pictures of everything that comes my way!

This week, after a lot of thinking, I decided I'm going to get either a new lens, or a flash module.

Here is the lens I was looking at:

Canon EF 75-300mm f/4-5.6 III USM Telephoto Zoom Lens

And here is the flash:
Canon 430EX Speedlite Flash
(At amazon for $229)

Any opinions/suggestions/comments? Thanks in advance

It all depends on your budget really.
I would skip the 75-300 and go with the 70-300 or even the 70-200, again depending on your budget. The 70-300 is around $600, and the 70-200 starts at $600 as well, depending on what model you want.
The 17-55 is great lens to add to your bag, but also comes at a big price.
As I have found out in recent weeks-Photography is NOT cheap-
