14-24 Nikon Digital only??

Good luck trying to use filters on the 14-24 on film.

The front element is too big, the angle of view is too wide, and there's no rear filter slot. If you want to use filters, use the 17-35.

Yes the 14-24 is a FX lens and works on both FX and DX cameras. WOrks on anything that doesn't require an aperture ring if I do not miss my guess.

Short Answer:
The 14-24 is an FX (full frame) lens that will work on FX digital, DX digital and any reasonably modern film body that can handle G lenses.

Some DX zoom lenses will work on FX cameras and 35mm film bodies, but don't expect decent corner quality. The 18-55 DX works on FX from about 24-55mm.

A bit off topic, but when using DX lenses on the D700... you can get the edge quality back by using the cropped mode. The D700 has a cropped sensor mode so that you can use a DX lens on it, but it drops from 12MP to 5MP. Sounds like a lot... but remember that 5MP cameras were what the pros shot with 4 years ago.

I've tried a few choice DX lenses on my D700. In particular the Sigma 30mm F/1.4 and the Nikon 18-200. All works fine, and what is nice is that if the lens is a Nikon lens, you can get it to automatically identify itself as a DX lens on the D700 and it activates the cropped mode automatically if properly set up.
