Microsoft announced the Surface Pro 3 today and Adobe was at the launch event and also showed a (quick) preview of a touch-capable version of Photoshop. He said the update would be delivered to CC subscribers via an update in the not too distant future. I'm assuming that the update will give PS an optional "touch mode", kinda like how Office 2013 has a touch mode that makes the buttons larger and also enables gestures and multi touch support. I really hope Adobe is working on native LR touch support as well, as being able to cull right in LR via touch on my Surface would be much more valuable to me than touch support in PS.
