It's not so much that as the sharpening has much more impact after the resize. Before I learned this I was sharpening at full size and seeing little or no effect which confused the hell out of me.

whats a good size to scale down to? i usually do 1024, and scale the proportions, so my photos tend to be 1024 x 683

Depends entirely what you want to use it for. On here the preference in the forum rules is to be no longer than 800 along the longest edge. I tend to resize to 750x500 which I feel is large enough for anywhere I want to post an image but it's down to what you prefer really.
