Which would be the better lens for astrophotography, Rokinon 24mm/f1.4 or 16mm/f2? I would be using on a crop sensor. The 16mm is crop only lens.

16mm hands down. You want as wide as possible to get more of the Milky Way in the frame.

The difference between 1.4 and 2 isn’t really significant.
