I like the combination of the contrast of the writing , gloomy sky, hard converging lines and the wet pavement. Says "urban blight" very clearly to me.

The only thing I really have to say is that the composition seems a bit unbalanced ... There's more of the girder on the left, although I can understand that the obscenity that was written adds character, and kind of needs to be included. Also I'll bet there might not have been a lot of physical room to shoot and move around in.

I like it. I don't know if it would necessarily need to be more centered; sometimes a little off balance can work depending on the subject.
