It's a photo of carousel with a tight crop, barrel distortion and unnecessary lamp upper left. Not much of a story there.
When I think of carousel, I think of motion and color. When I imagine this photo taken from a tripod with a longer exposure and in color, I think of something much more interesting.

This carousel looks interesting. Yes, there are some imperfections and distortions which look like unintentional, but well, we all have things to work on.
Volunteer is right about the color and motion. For me also lack of kids seems to be weird , carousel looks sad and forgotten, especially in this b&w shot.

I also agree that motion would work best in this photo. Though I do think a night shot combined with motion and lights would do well as a BW also. But I am odd in that I like BW night photos.

Carousels are neat subjects but a point-on shot of them is kinda meh. You have to dig in deep and find the elements of the carousel that really get your attention and try to figure out a way to show them to the viewer.

If you'll forgive me posting a pic in your thread, here is an example... (mind you not necessarily a GREAT example, but an example)
