So many places to take pics in the city , it was just an overcast rainy day , maybe it needs a crop , I am still new at it so I cant decide

I like the even exposure and blue tone to this photo.

I think it needs a bit off the top, more mid-tone contrast, and some other help like dodge/burn, and the histogram indicates under exposure.
