Very harsh sunlight. Distracting background. Squinting eyes in the subject from the harsh light.

I don't think it works as anything more than a snapshot for those reasons.

Yep. Agreed.

Take a picture of the interesting things in the background.

Take a picture of your subject with no distractions.

Putting both in one frame is 99/100 times going to backfire.

I love taking pictures of high fashion in very crappy, junk spaces but this does not work. It looks like your highlights are blown all over the place and this type of lighting is the least sought after for portraits. The shadows are very harsh. Harsh shadows can work for really cool effects if used properly, but you would have needed some other tools in your kit here. Like something to block or diffuse some of that direct light and he should not be directly facing the source in this case.

Is this an HDR image, or is there a reason for the odd blurring?

Dang Bitter, you're good! I don't even notice any blurring, but yes, it is an exposure fusion.
