Hmmm. Some will certainly say that the funny outline of the horizon and the blurriness are "artistic".
However, my feeling is that this photo is technically flawed. It sports way too much camera shake, or wrong focus, or whatever it is that caused the blurriness, so that in the end the colours of the sky and the water cannot really save this one (for me).
