OK, I'll toss up what I was able to do.
I got the message that the little boy was in awe of the ocean, so I actually reduced him in size. This places his entire body below the horizon, giving the further impression that the ocean is much larger than he is. I also selected him, then used a liquify function to expand the image horizontally to give him 'more to look at' in the scene. Since he was reduced by 25%, I had to extend his reflection in the water on the beach to the bottom of the image. I also cloned in a bit more of the reflection of his shorts to complete the effect.
Although I wanted to do a lot of changes based on color in order to convert it to black & white, the image is so small it starts to pixelate long before I get to the tones I'm after. So I scaled them back as much as I dared, but they still pixelate.. especially in the sky.
I also leveled the horizon, and did a final bump in contrast at the end.
