enlarging digital photos with a dimension of 320 x 240

Hello,
I have digital photos with a dimension of 320 x 240 ppi. I was wondering if it is possible to enlarge these images to 1280 x 960 without losing image quality. I know that this cannot be done by simply enlarging the original, digital file. But I am wondering if anyone knows of a place that can print images this small (320 x 240) and from there I can enlarge them via a scanner. I realize that I might be out of luck and have to re-shoot. Any thoughts, suggestions and ideas are greatly appreciated. Thank you.

This won't work.
you have the data that there are.
you would be inventing data and the resultant image would,if anything, be worse because of the two additional phase changes.
 
You could try up-rezzing the images in Photoshop, a little bit at a time,over multiple passes. The old application Genuine Fractals (since re-named) was often used to up-rezz pretty small images. There are a few apps that can do a decent job, but this is not gonna be true high-rez,high-detail stuff when you're through. It would be better to have larger images, with more pixel count, buuuut.....if all you have are the smaller ones, well...you can at least give it a go.
 
It is possible to increase apparent detail through upsizing. In the example below, the area above the middle morgue drawer was sequentially upsized in Photoshop, with sharpening applied between iterations. The details represent the image area as shot (left), and doubled in pixel size (right):
