How are the effects on this image made? Im not talking about the flying girl but the colours? It almost looks like a HDR but I dont think it is..but it still looks cartoonly, if u get my point?

Oh wait. The girl who has that picture on her blog doesn't own and neither do the bunch of other people who have it on their blogs. I'd be pissed that a bunch of people have MY picture all over their blogs.

Agreed. I doubt it's the op's.

But as far as lighting, the key light is outside the window. Probably another bounced off a wall for fill inside the room. Getting the girl to "fly" is the harder part.

It's cross-processing. Check the RGB values in the shadows and highlights. The shadows have a blue cast, the highlights have a yellow cast.

How is this done?

It can be done many ways. Ihat is one of the neat things about good image editing software.

Photoshop gets used in ways it's designers never imagined were possible.
