Flinders Station: Melbourne B&W

I tested my new Hitech Pro Stop 10 ND Filter. It gave me a blue cast over the whole photo! Anyone have any tips on how I can create my own custom white balance. I have not done any of those custom white balance settings before.
Anyway, I managed to edit my picture to B&W, and this is a product of a 2.5 minutes exposure at lunch time.

I like this shot but it would be better with a little more room at the top. It also feels tilted to the left, maybe that is just me.

I agree with Alan's comments. I also think there's too much in the foreground. The curved leading lines from the left side are good, but everything below those, especially that patch sticking out of the lower right corner don't add anything. Good tonal range and contrast in the conversion.
