It's on a garage and really only visible from back in the alley.

Looks like they pot a climbing type flower and when in full bloom, maybe a bird pops it head out. I would plant a clematis in that box. They may hang out in the alley when weather is favorable. Worth a revisit when the weather is on, who knows?

Why? You ask? You've come to the right place. I have a couple of empty (glassless) windows very similar to the one you showed, only mine have a metal filigree holding some flower pots. These are planters of course, and why would someone put them on an otherwise blank garage wall? Well, because it gives the scale, texture, and figure of a window in a place where you wouldn't want a real window. That's why.
