no, the angle of how the shooter is holding the camera does not look like he would be able to capture that picture....=)
Im sure he used a tripod.

No tripod was used, He shot up his ISO to 3,200 for this shot so thats why he was able to achieve this picture.

As for the angle, it isnt the exact moment, but it was while he was trying to take it.
