Help needed - a peculiar photo issue

Can others edit my Photos

I somehow managed to mess up a photograph. (I still do not know how it was messed up. I had transferred it from a Nokia mobile to Motorola and back to get this result) The only possible way to view this photograph is by preview only. If you open, it zooms (my assumption) to a particular part of the photo. Is there a way to restore this photo?

Could someone guide me to a website or software?

No way to fix blurry. Reshoot it, whatever it is.

It is not a blurred photo. The only time I saw this photo is when I took it. Now it can be seen only in preview of windows explorer or on mobile phone photo preview. This preview comes for some milliseconds when opened in Windows explorer. I am uploading a screen shot of it.

 
That's weird. I wonder if it's an embedded thumbnail of the original shot and it somehow became cropped at some point? Still.. that should update the embedded thumbnail. I have no idea what you could do to get it back. I'd honestly bet you could find more help on a cell phone forum or even by calling customer support. Phones are a little weird when it comes to the way they store files and stuff, not always so user friendly.
 
I believe it could be a resolution issue. Somehow the thumbnail shows entire pic and then points to a part of the picture. Even the thumbnails updates itself to this after few milli seconds. Though that does not happen on phone.

I assume it as to be edited on software side. Any ideas?
 
It doesn't happen often, but I've had shots where the embedded thumbnail showed but the main picture was corrupted. Those viewers that used only the embedded thumbnail would show the picture, but the others would try to create their own thumbnail from the contents, and would show the corrupted picture. I'm thinking the transfer corrupted part of the picture.
