Lots of different ways, the way I did it was to simply add more contrast. That will simultaneously darken the water and brighten the sunlight on the water.

ok really one more question. THe sky i cant seem to blue it up no matter what i do. I went to HSL and color and it dosent seem to capture it.

I'd burn the water more to bring out the reflection of the boat more and clean up the murk
