Welcome to the forum.

'Repair' would suggest that something is broken and it can be put back to how it was. This is just a blurry photo...most likely due to camera shake, which is the result of a slow shutter speed, which was required because of a lack of light.

You may be able to clear it up if you increased the contrast and applied some sharpening...but I wouldn't expect to be able to read the page.

Next time, get to a brighter area or use flash.

i think big mike is right about the shutter speed and lighting.
I also think that the image is beyond any work which would make it legible.
