How do I chat?

I don't know if I am putting this in the right forum, but..
How do I set up a username to chat? I try to log in but it says i don't have permission or something like that. how do I register for the chat?

post more. I'm pretty sure that's the only thing stopping you...cause I just tried it right now (never set it up before)...and it works fine...
