How do I do this on a website?

I've been looking for a widget or template, but I'm not even sure what to search for. Basically I want to set up a welcome page that features a single image that is randomly selected from a variety of images every time the page reloads. Could someone please point me in the right direction? Even a place to look, or a designer who could write the code for cheap (I have no idea how much such a thing might cost) would help. Thanks so much.
