Ok so I found this picture and loved how they made the motorcycle look. Almost like a plastic effect. Does anyone know how to do this?

First off most of that motorcycle [The shell] is probably in fact plastic, otherwise it would weigh a ton, cost a fortune and wouldn't go very fast at all.
Second it doesn't look like it has anything special short of a motorcycle, a camera and a good lighting setup. I'm not sure there's much to explain about it.

I looked it up but it looks like I need to buy Photomatix or photoshop cs3 in order to do it. Does photoshop elements or Corel paint shop pro x4 do it?
