Before the mods delete the image, change it to a LINK to the image.

I don't really care to know how she did pp on the face I was more talking about the colouring and matte look to the image

Raised the black, dropped the highlights, and maybe applied a 1-2% opacity mask? It looks like an LR/PS action to me.
