How do I make frames around pictures like this???

I am looking to do different colors to. Doesnt have to be fancy. Would like to see different examples. Thanks to anyone that helps.

Have your photo on a layer seperate from your background. Set your background color to black. Goto image/canvas size, check relative, and expand your canvas by an equal amount of width and height. Select/select all (ctrl-a). Pick the color you want for the line, and set it as your foreground. Edit/stroke, inside, 1 pixel. Now, with black still as your background, image/canvas size again, and add some more to your canvas. Ideally, the total amount of border you want would be split evenly between the two canvas changes.
