The first one, seated girl, appears to be somewhat desaturated and then has the black level lifted. There's a bunch of ways to do this, but the easiest is to simply stick a translucent layer of white over the image in photoshop or whatever you use (even GIMP can do this). Ditto the portrait of the man.
Both photos begin by being somewhat underexposed (or at any rate exposed in a way that lets the shadows go to flat black). This creates an expectation of a "dark" photograph, which is why the look is so odd -- the photograph is NOT dark, because it's been lighted up artificially.
The middle one, of the woman with the blur is simply a long exposure: 1/4 to 1/2 a second, say, assuming she's turning her head at some moderately brisk pace. Set Shutter priority, set shutter speed to 1/2 second, and let the aperture fall where the camera wants to put it.
