How do you find the settings from a photo?

Where and how do I find the settings that somebody used in a photo? I know some people were able to tell with out the person mentioning it, and I was wondering how.

Its called the EXIF data attached to digital images. Contains all the info at time of shot. Some pictures do not keep this data by the time they reach posting here but alot do. I use opanda.com exif viewer, its a free download.
 
also, what os are you using? for instances with windows 7, right click and go to proterites and it will give you some basic information, not as much as opanda, but enough for most folks.
