How to get a shot like this

How do I get a night shot like this with the little bit of light trails without compromising the quality of the subject? I know if I lower my shutter speed the subject will not be as clear.

Rear curtain sync with slow shutter (try 1/30 sec) + flash.

The subject ONLY exposes when the flash fires and that will freeze the subject. You can continue to move the camera by allowing the shutter to stay open longer and you'll get the trails.
