How to take a picture like that?

Hello,

I am a beginner and I was wondering, how to take a picture like the one below. What software do you guys use to make people and cars blurred?

It's not software.

It's the shutter speed used in the camera. The image you posted (which, BTW, you must have legal rights to do) was shot a 1/2 second.

Never did that kind of shot, but at a guess I would say go about f20 and a second or so shutter speed. The taxi in focus was obviously stopped at lights.
