I need advice on buying a GE Power Pro X500-BK

I intend to buy a camera which i would at least get me photo's with ONLY the subject in focus. I'm not a professional photographer, I cannot read specs and interpret and I don't want my budget to exceed $120 for now . Can the GE Power Pro X500-BK 16MP provide me with that ?

I hope im not being over ambitious with the GE camera?
 
You are wanting what is called selective focus... subject sharp, background soft (bokeh). Large apertures help this to happen, and the largest aperture on this camera is F3. The Other issues is that these kinds of cameras have very small sensors, and small sensors make it more difficult to get these shots.

Other things that come in to play are the camera distance to subject , and the subject distance to background . It will be possible for you to get shots like you posted, although probably not the same quality... as inexpensive cameras do not usually produce the IQ (Image Quality) that a good DSLR with good lenses will. A DSLR with a larger sensor would also reduce the distances needed for getting the "bokeh" effect you want.

This tool may help you to understand the correlation between subject distance and background distance... so that you can achieve your desired look in your shots. It does not have the camera you mentioned.. but does have the GE 1050 which will be similar.
