I have a canon t2 am I just looking at the wrong setting?

In manual mode these are side by side on the screen.

Sounds like you could use a little lesson on shutter speeds and f/stops. this page should be very useful. To control these on your T2, just switch it to manual mode in order to set both f/stop and shutter speed manually, switch it to Av mode to set the aperture and have it choose a correct shutter speed for you, or set it to Tv mode to set the shutter speed and have it choose the correct aperture for you.

In terms of the saturated colors of those photos, it looks to me like that was just done in photoshop.

You could also try a polarizer to get more saturation in your blues.

I doubt you'll get photos like that straight out of the camera. They've been touched up in Photoshop or equivalent. You'll need to use a low ISO slide film if you want really saturated colours (but they still won't turn out like that straight off the camera I'm pretty sure). Try something like Velvia 100F (or 50 if you can find it). If you do buy the slide film, make sure you don't buy something that a professional would use for portraits - the coulours won't be as exaggerated.
