Can others edit my Photos

I have a 1939 IKOFLEX II lever focus, lens 1:3,5 f=7,5 cm serial #1791825. It has what looks like an oil slick appearance. Would the lens have been coated in that year or is it possibly "bloomed" viewing and taking lenses?
 
CZJ did coat some lenses from 1938, but they are few and far between until it became the norm post WWII. However, all early coated CJ lenses carried the red T marking, even pre-WWII. It will be natural blooming.

Here in the UK T.T.&H had begun coating slightly earlier, but it was classified as a military secret.

Thank you. I suspected so. The bloom is very pronounced comparable to one of my coated lenses What effect might it have upon black end white photography?
