Is there a program?

Hello,
I was looking for a program on download.com that has the feature of adding borders/frame around pictures? i use gimp and piasca, so i was just looking for a program that allows be to add different types of borders. Does gimp or piasca have it --i looked but i didn't find it. Maybe i wasn''t looking hard enough. Thanks.

I'm sure you can do it in gimp. It may not be a function called "add border", but I'm sure you can do it. Try adding to the canvas size of the photo. Whatever your background color is, should become the border color.
